DK&S Attorney Speaks on Land Use

GULFPORT, MS – Victor J. Franckiewicz, Jr., a partner with Deutsch, Kerrigan and Stiles, will be a presenter at an upcoming "Land Use and Zoning Law Litigation" seminar to be presented by the National Business Institute in Jackson, Mississippi, on September 16, 2008. He will present three sessions that comprise half of the full-day seminar:
- Fundamentals: Enabling Legislation and Local Enactments, which will cover the evolution of zoning and subdivision regulation in Mississippi from the 1860s through today’s cutting edge approaches to land use control, as well as the impact of federal land use and environmental law on local control. - Types of Land Use Actions and Disputes, a session that will go through the “nuts and bolts” of permitting and regulation at the local level. (read course materials)
- Current Issues, addressing manufactured and modular housing, SmartCode, other contemporary form-based approaches to development regulations, and recent cases. (read course materials)

Franckiewicz entered the legal field from a public sector career, having served in the Mississippi Senate (1989 - 1993) and as Mayor of Bay St. Louis, Mississippi (1985 - 1989). He holds a Master in City Planning degree from MIT, and has had executive management experience in construction, zoning, environmental regulation, employment and labor matters, and economic development. Franckiewicz served as President and CEO of one of the nation's oldest governmental research organizations. He prepared Mississippi's coastal zone management program, drafted the enabling legislation, and wrote its wetlands regulations. He also worked in private industry and was responsible for long-range facilities planning at Lockheed Martin in New Orleans. His practice includes advising clients on land use matters, as well as representation in administrative and appellate proceedings.
